Grand Theft Auto 4 now requires an account through account.xbox.com in order to play online these days in addition to a computer that can pass this simple system requirements test. For GPU, your computer only needs either a GeForce 7900 or a Radeon X1900 with 256 MB of VRAM. Your CPU should be at least an Intel Core 2 Duo E4300 or an AMD Athlon 64 X2 4600+. GTA4 only needs 1.5 GB of RAM to run so pretty much any modern PC should meet or exceed these specs. Don’t forget to clear up at least 32 GB of space on your harddrive.
